I wish to inform you that if you feel that there is a scam then you may report matter to law enforcement agencies who may investigate and then take necessary action. In the absence of details of acts committed through email it may not be determined as if it is a scam or not. Generally email relating to lottery winning, prize winning etc may involve a scam.

Describe the scam, first. One can open an email address in any name. Only if criminal or fraudulent activity is connected with it is there an issue.
