I had won a large amount of money... International Lottery Scam?

My question is regarding the \"International Lottery Scam.\" About an hour ago, I receieved an email from the National Lottery saying I had won a large amount of money, and then it asked me to fill out some of my personal information. I read the article on this site about this happening before- why is this still happening? Isn\'t this type of fraud illegal?

Some how my e-mail address got sold to these scams and I receive all kinds of e-mails every day from the FBI down to lottery winners. I read where some lady responded to one and lost over $4000.00 before she found out it was a fraud.
