    I wish to inform you that the cost which an exempt organization can charge depends upon the fact that the charges should be reasonable. IRS has provided in its guidelines issued in 2004 that the charge should be as per Freedom Of Information Act (FOIA). In this, it is provided that requesters who are educational institutions, representatives of the news media, and non-commercial scientific institution should be made to pay for duplicate copy only and first 100 pages may not be charged. However, here IRS allows charge for all copies to non-commercial requester at $0.20 per page. Hence, $0.25 may be little more then the prescribed limit.
