Firm that gave an apartment and a salary

My daughter was hired by a firm that gave her use of an apartment and a salary as part of the deal, that was supposed to be for at least a year as understood by everybody, now they want to raise the price of the value of the apartment and reduce the salary portion, but my daughter would never have allowed that or joined the firm if that were the case, is this legal what they are doing?

She is employed at will which means that the employer can change the arrangement going forward.

Does she realize that the value of the apartment is income to her for which she will have to pay federal and state income taxes?
