Any way...I paid a guy in Belgium to do some web work for me on my site. Once before he did ok...But has hasn't done it now except for maybe 10%

But now what do I do? How do handle this with him being there? How do I sue him or whatever, he does not answer my emails.,

Find a local person in your city to finish the work. Pay on satisfactory completion.

Reality check. Eat the loss that you paid the guy in Belgium. The cost of going to Belgium to sue will likely be more than you would win and you don't get your travel expenses back.

Stop doing business with people you can't get to. It's that simple.

Keep trying to work it out but if all else fails, the EU does have an EU wide small claims type court procedure that works fairly well. It's a bit of paperwork but not much more than here in the US.
You could use that. And you might be able to appear remotely given covid and those concerns.
Of course bad reviews are also an effective tool. Post away--if need be!
Let him know that you will not just let this go, and that you WILL make sure he is held accountable.

Just in case he is doing this a lot, to others as well, you could also file a police report where he lives, and put them on notice.

I did use that small claims procedure in the EU and the guy settled and paid before it all finished. It took a number of months though.
THX again. BTW it's easier for people actually in EU as opposed to outside of EU, but still can be done!
