Long Stay Visa for Belgium

A foreign national is permitted to stay in Belgian for 90 days. Any longer & a visa is required. My question is can you apply when you are in Belgium or do you need to have the visa before arrival?

I wish to inform you that if you have come on a Visa Waiver Program then you may not extend your visa in Belgium. Extension of visa depend upon the basis of your coming into Belgium. Further generally in very exceptional circumstance a stay can be extended upto 6 months. In this regard you can contact Immigration and Naturalisation Service (IND), by dialling 0900 1234561.
