Seat-belt laws apply to people, not to dogs. While states don’t make pets buckle up, laws requiring drivers to restrain their pets are becoming more common. The latest example is a bill advancing in Louisiana that would require dogs riding in the back of pickup trucks on interstate roads to be secured in crates. Motorists caught with loose pooches would face a $150 fine -- plus $50 for each additional dog. The bill was voted out of a House committee on Tuesday. Lawmakers heard testimony about tethered dogs strangling themselves after jumping off.
