    You know that feeling of frustration when you’re going through your phone bill and can’t figure out why you owe so much? At least you’re not paying $10,000 a month for a single phone line that hasn't worked for years. Well, collectively, you kind of were. After conducting an audit, the Port Authority of New York and New Jersey figured out that for more than eight years, it was paying AT&T $10,582 a month for a line connecting two telephones. And worse, going back at least six years, “service was never provided,” according to a lawsuit filed last week by the agency.The quasi-government entity, which runs most of the region’s tunnels, bridges, ports and airports, sued AT&T in federal district court in Manhattan last week, demanding money back. Starting in 1994, the agency maintained an account.
