after supervised visitation for 9 years due to addiction/substance abuse, and still no success from multiple rehabs, multiple arrests & jail time etc. and kids refuse to go, is it likely the ex can eliminate visitation?

I wish to inform you that as a parent you have a visitation right. Generally, court prefers child to grow up with the knowledge of both the parents. Court looks at the best interest of child. Past multiple rehabs, jail time, child's refusal to meet, etc affect the consideration of court. However, you can show that it is in the child's best interest to meet both the parents and further court should allow you to meet your child. Moreover, you can argue that past background should not be made as a basis to affect your future visitation rights.

It will be something to consider yes. But courts do like both parents involved if at all possible.

Even if the visit has to be supervised.
