Can a parent with full custody tell the other parent who they can and can't have around the kids under the simple fact that the parent with full custody dosent like that person?

No. No more than they can tell you.
If there's a specific person, for a specific reason, you can ask for a court order preventing contact. You will need a WHOLE lot more than your opinion of the person (pedophile, convicted of drug offenses or violence, etc).

If the person is not a falling down, stumbling drunk, drug user, pedophile or have other character flaws that could harm the child, the non custodial parent will just have to "get over it."
