Is there a way to obtain child support in California for struggling single mom who is the custodial parent if non custodial parent is in Jail in WI ? If so how long does the process usually take to take effect?

If the NCP is in jail, does he have assets or bank accounts that could be used to pay it? Otherwise, how would you expect him to pay while incarcerated?
