A truck was tailgating me with about 2 feet of space this morning on the way to work on the highway.

For about 8 minutes. It was very dangerous.

I took an iphone shot of his license, and if I report it will he get a ticket or will the police do anything?

Probably not, but it couldn't hurt to try.

Any time you are tailgated, just slow down until the other vehicle goes around you.

I would report it to the firm he works for or for whomever he was hauling if you can get that information, if eg it is on the truck itself.
That kind of dangerous commercial truck driving leads to countless highway accidents and needs to be halted.
