Old timer cop is trouble maker!

I was chased down by an old retired, still working part time local police officer for not stoping completely at a stop sign. He chased me for 4 blocks flashing his high beams. Then harrassed me, and told me to come to police department on the next day he was working so he could give me a citation. Can he do this?

Normally he has to give the ticket or send it to you. You could file a complaint with the chief of the department now, or if anything further happens.
