What if she never comes back to the States, can the authorities go after her over that ?

She will be arrested if she tries to enter and it is in the records... and it likely is in the records.

my sister lives out of usa but she have visa, so she can come visit here, the problem is that in 1989 she was here for vacations and she stole dress from store, they cought her and took her finger prints, she paid $3000 bail and supposed to go to court, she never did, she left country and now she wants to now what could happened to her if she would try come here. thank you for help.
