Does the church board have the right to re-write the clergy employment contract without consent of the pastor?

No--not unless he agrees. Or until after the term expires and a new contract is due.

A contract is binding until it expires it is just basic contract law. What is going on?

The pastor and board have a contract for employment at $48,000 a year.
The board has decided it no longer wants to pay that amount, but wants to reduce the wage to $36,000, despite high job reviews and the highest congregational vote in 85 yrs. The board claims that they can do whatever they want.

Not a fun situation.

They generally cannot reduce that pay until the contract expires unless the contract has provisions that allow it. He could even sue to enforce it
