I was unconditionally given/gifted a dog 4 months ago by my friend's cousin, and now because I haven't let her see him they're threatening to take him back from me. Can they do that?

Depends. Did you change the ownership information with the dog licensing place? If not, do it today. Otherwise, they may still be able to claim legal ownership.
